or does it just ride on the rails?

Trains with tilting mechanisms are not maglevs...



The tilting mechanism is just a hydraulic system that banks the train into curves. Standard trains have them - the American Acela has them.



Maglevs use magnetic repulsion to propel and "hover" when they get going.
