Well, whether they will is all dependent on if they wish to put upfront the significant costs involved as well as fighting any NIMBY (Not In My BackYard) groups that would oppose such an expansion. In theory it would probably be a great idea (if planned correctly to tap the right neighborhoods) to reduce pollution and severe traffic congestion in the L.A. area.
